Chapter II of four
Ο νόστος είναι στρατηγική Homecoming is a strategy
A games industry is people at desks, and there has never been a shortage of people who want that desk to stand in Greece. This chapter maps the economics that make it possible and the legal doors that already stand open, for the diaspora coming home and for the world arriving for the first time.

Nostos, the homecoming, is the oldest plot in the Greek canon. Odysseus took ten years; a games industry can make it a career move.
Start with the number that emptied the departure halls. For a decade the arithmetic below was the quiet last word in a million kitchen-table conversations, and it always ended with a suitcase. Games are one of the few industries that can run the same arithmetic backwards.
The gap that sent a generation abroad

The gap explains the departures of a decade. Games are the industry that inverts it, because studios sell to the whole world and can pay against worldwide revenue while their people live exactly where they choose to live. Read down, the chart is the story of who left. Read across, it is a siting table: every country a founder weighs against Greece, Iberia and central Europe included, pays more on the same series for the same desk.
What games work pays at world rates

A games professional earning at these levels while living in Greece changes two economies at once: their own, and the taverna's, the school's, the street's. That is the quiet macroeconomics of remote-first industries, and Greece is on the right side of it.
A serious talent programme designs for housing from day one. Global salaries arriving in a country with Europe's highest housing overburden are a force that must be steered, so incoming-talent policy and neighbourhood housing policy are drawn together here as one design problem, not discovered later as one crisis. Building the safeguard in at the start is what separates a boom from a backlash.
Greece has already built legal routes that fit games careers. Each is real, published by an official body, and described here in the careful language it deserves.
50%exemption on eligible Greek income, seven consecutive tax years
The returning and incoming worker regime. It may be relevant for some qualifying individuals moving their tax residence to Greece; applicability, timing and the definition of eligible income are individual questions for qualified Greek tax advice.
€31,918.83published 2024 minimum salary threshold
The highly-qualified-worker route, its threshold set at 1.6 times the average Greek gross salary, which sits within reach of serious games salaries. Eligibility is individual and runs through adviser review.
€3,500monthly income evidence, visa up to twelve months
For non-EU remote workers employed or self-employed outside Greece. It may not fit Greek employment or Greek-client work, which is exactly why the route map matters before anyone packs.
A planning aid, not legal, tax, immigration or relocation advice: no page here says that any person qualifies for any route, and every route runs through qualified Greek advisers before it runs through an airport.
Salaries and visas explain the move on paper. The other half of the decision is what the window shows.
None of the doors above would matter if nobody wanted what stands behind them, so argue the case once in daylight rather than euros. The working year in Athens carries around 2,800 hours of sun. Add the sea at the end of the metro line, healthcare that travels on an EU card, and the cost inversion this chapter has already priced, and the desk stops being a sacrifice that patriotism must subsidise. It becomes the desk a rational person chooses.
The proof is that people already choose it uninvited. Applications for the digital-nomad route have multiplied every year since it opened: around ten in its first year, nearly six hundred in its second, and climbing since. The nomads found the desk without a campaign. The campaign's job is to build an industry around it.
Rendered in Unreal Engine 5
People do not relocate as categories, but routes can be mapped as them, and a serious programme publishes a practical map for each: housing, schools, healthcare, banking and language, city by city, so the decision to come is made on information rather than optimism.

Give the six a single face, composite and hypothetical: a Greek live-ops engineer in London, eight years in, fluent in the discipline of running a game as a service, whose calculation about coming home has never been about desire. It has been about the arithmetic at the top of this chapter, and the arithmetic has changed. The doors above are that person's paperwork; the next chapter is their first year.
And not everyone needs to move. The diaspora Greeks running teams in London, New York, Los Angeles, Montreal, Berlin, Stockholm and Sydney can mentor, review, invest and open doors from where they are. Brain circulation, not just brain return: the skills come home even when the person cannot yet.
Routes, though, are only lines on a map until someone walks them in numbers, and nobody boards a boat for a slogan. What turns a route into a homecoming is a first place worth arriving at. The next chapter opens that place, one room in Athens, and keeps it honest for a year.
The doors stand open and the routes are mapped. Chapter III walks through the first door and runs the first year, one honest room at a time.
