Every epic begins in a single line. The first year of a Greek games strategy is deliberately concrete: hear the ecosystem out properly, open one room and run it well, and earn the scale-up with evidence. A structured proposal and a set of questions, brought to the people who will answer them.

Great strategies are not announced, they are assembled in conversation, and the first year is built around the people who will live it.

Hear Greece out, properly

The year opens with structured conversations in deliberate order: Greek studios first, then GDA Greece and IGDA Greece, conference organisers, EKKOMED, Enterprise Greece, municipal innovation teams, universities and training providers, tax and immigration advisers, and social-impact organisations. Every concern is logged, and a plain What We Heard summary is published back to everyone who gave their time. The people consulted shape what gets built; that is the point of asking.

One room, done properly

Not a campus, not a flagship: one working room in Athens, specified honestly, where a first studio cohort, an adult reskilling cohort and a public programme share the electricity bill. Reliable internet, basic audio capability, equipment storage, a booking system. When the first room works, a lighter regional track follows in Thessaloniki, and the model spreads because it has been proven, not promised.

Four gates, each one earned

The year runs on evidence rather than momentum. Each gate is passed on what was actually heard and built, so that by the time any request for support is made, it stands on a record rather than a promise. That discipline is what makes the first conversation, and the fiftieth, worth having.

Gate one

Before outreach. First-contact material checked, controlled and worth someone's time.

Gate two

After ten conversations. The plan revised against what Greek studios and institutions actually said.

Gate three

After twenty-five. Professional advisers review the legal, tax and safeguarding structure before wider use.

Gate four

Before any ask. No funding request of any kind until the pilot's record has earned it.

Pass all four and the pilot has done something rarer than opening a room: it has produced a record a country can scale from. What that record buys, beyond the industry itself, is the subject of the last chapter.

The first year ends with evidence in hand. Chapter IV counts what the country gets back: the dividend beyond the industry.
